Services related to cosmetic products – CPNP notification service

According to Regulation (EC) No 1223/2009, the prerequisite for placing a cosmetic product on the market in the European Union is to notify it through a central electronic interface, the CPNP (Cosmetic Products Notification Portal).

The process of our CPNP notification service

Providing access to the CPNP portal (registration)

To use the CPNP portal, the notifier must create an EU Login (former ECAS) account and must request access in SAAS.
If necessary, we also provide assistance in the registration process.

Assistance in self-registration:

• Create EU Login (former ECAS) user account/password
• Request CPNP portal access via SAAS system
• Connecting to the CPNP portal

Communication of data according to the “status” of the distibutor of the cosmetic product – CPNP notification

There are two notification types based on the status of the distributor:

• Notification by the responsible person (manufacturer, importer)
• Notification by the distributor

In possession of the registration information we notify the required data and information through the CPNP portal with respect to the “status” of the notifier.

For the CPNP notification made on behalf of the responsible person, the following data/information is being submitted

• original labelling
• photo of the product packaging
• other data and information according to Article 13 of Regulation (EC) No 1223/2009 on Cosmetic Products

For the CPNP notification made on behalf of the distributor, the following data/information is being submitted

• Label text, translated into the official language of the Member State in which the cosmetic product is to be placed on the market.
• other relevant information

Note:
If the distributor places a cosmetic product on the market under his own name or trademark, or changes the product already on the market in a way that it may effect the product’s compliance with the requirements, he should be considered as the responsible person.
If the above are met, the CPNP notification will be performed according to the requirements for responsible persons.
